Safari’s CEO, Tom Melling, serves as Chair of the X9B4 Legal Orders Processing Work Group, leading efforts to modernize legal order processing. Together with Safari’s CTO, Steve Jatnieks, he has collaborated with X9 member financial institutions for over two years to develop and refine electronic standards that drive automation, efficiency, and risk reduction. Current initiatives include expanding adoption of the X9.129 Legal Orders Exchange standard, advancing the X9.144 Legal Records Request standard (a draft electronic subpoena standard set for ANSI submission in 2025), and exploring new industry standards, such as an electronic format for New York Information Subpoenas with Restraining Notices (ISRNs).

In addition to leading X9 standardization efforts, Safari actively shapes industry best practices through speaking engagements, legal podcasts, and government conferences. Safari is frequently invited to present at the Federation of Tax Administrators (FTA) conferences, guiding state tax agencies on transitioning from paper-based levies to structured electronic formats.
